I'd recommend it for sure. Normal piece, then a piece you can remove every year or two and replace while the piece underneath should be good for say 5+ years.

Yep. I've got PPF on the whole car except the top of the rear bumper cap, the rear spoiler and the roof. Had custom cut "hip" pieces made a bit larger than what came on the car, which are laid on top of the rear quarter PPF. As you suggest, I expect the top pieces will be good for a couple of years before becoming so ratty-looking they need replacing.
Has anyone with doubled up ppf on the rear quarters successfully replaced the top layer (only)? My installer is telling me not to add the second layer as removing it down the road will damage the first layer and I’ll have to replace both anyway.
I didn’t opt for the extra layer. I’d rather have uniform pitting than one section of clean ppf and the surrounding area not as nice. I’ve seen strikes above the wheel wells so the little rocker sections aren’t protecting the whole thing anyway. I’d love to know if another layer could even be removed without lifting the base layer.
Can you remove just the top piece? I don't know about that, my one experience removing PPF on a car, I had to use a steam gun to heat it up so it could be removed, and there is no way with that approach to remove just the top piece and leave the piece below intact/in place. If you want to you two pieces to provide extra protection to the sheet metal, that's one thing, but removing just the top piece for cosmetic reason, you are going to end up removing it all and re-applying it.

This is correct.
The reason to double up is not to save the bottom layer, but to add extra protection that one layer cannot provide (I did it because I was tracking the car quite regularly).
