In general, LED headlights unquestionably provide next level performance.
That said, in more than 10 years of driving my GT3s, I’ve only used my headlights once and it was driving the car home from the Dealer.
For that reason, I probably won’t be ordering because I have no practical use for them.

The US functionality isn’t there. Might become available in the future.
Otherwise it’s a choice made purely on aesthetics. Really just depends on whether you prefer the look of the 4-dot or the X.
The 4-dot lights look very RSR.

FWIW, my 2020 C4S has PDLS (non-Matrix), and the lights are brilliant; can't recall if they are PDLS+ or not. They do dynamically switch on/off high beams based on oncoming traffic or cars at a certain distance in front of me (traveling in the same direction). Best lights I've ever had on a vehicle. I think you can't go wrong. I am one of the people paying the premium on the matrix lights for my GT3 (due here in US in March), with the gamble that we'll be able to activate the matrix functionality in the next year or two.

I had a 2021 Targa 4S with the standard LEDs, which were perfectly ok. However, after driving a friend's 992 with matrix lights I was sold on them. They are very very good during night time driving and a lot brighter than the standard LEDs. I have included them in both my Touring spec and my new 22 Targa 4s spec. I'm in Europe where matrix lights are fully activated. So I chose them for the functionality rather than the looks.
Of course if you would mostly do city driving the upgrade cost could be debated.

The 4-dot lights of the regular LED are more Motorsports to my eyes, and having been a passenger at night in both dot matrix and regular Panamera s, , I couldn't tell the difference and owner of the Panamera said he wouldn't order them again. FWIW.

Yep, very subjective. I think they look better, and I got them. But, are they “worth it”? Nope. But I still would do it.

Don’t know what non-matrix lights look like at night but I like the x design over the 4 dot design. I also like the design details of the in the lamp themselves. What is that worth is different to some folks.
I also heard they got approved in the states and we might be getting a software unlock.

Here is an article that says they were approved end of last year with the new Bill that passed. Not sure how accurate and if Porsche is activating usability.
