Uh, so mudflaps...no. I'm not putting mud flaps on a GTS, although I'm sure they're 100% effective, and of course to each his own. I'm sure mudflap people will be the ones laughing at the rest of us in the end.
My point really is that I'm sure that the Porsche designers could have found a way to reverse that angling in the opposite direction, still make it look good, and render the entire rear portion of the bumper behind the wheels (almost) chip free (although below the air vents would still be vulnerable).
That said, given that they didn't for whatever reason (surely there is one) then the car should come with PPF pre-installed in that area from the factory, and I think it's outrageous that it doesn't.
Just my point of view, but the design directly leads to a forgone conclusion of chips in that area. I see no other possible outcome if not protected.

So if a leased car is returned with chipping and pitting around the wheel areas, would that be consider "normal wear" ?

I agree, it would be nice to have some protection there. Clear film in that area will also quickly get chewed up and look like crap over time so if you put it on that area, just make sure it's a replaceable strip and not part of a much larger section that will also need to be replaced.

If this is the case, the whole front end of the car is a design flaw. Has anyone ever seen how many rocks it catches?
How about the front radiators? How about the fans in the front wheel wells that catch stones? How about the big rear tires that catch nails easily? Front windshield that chips? Paint that is too soft? Big mufflers behind rear wheels that play music with stones? Oh, those plastic headlights are definitely very chip prone too.

As a many decade owner of various 911 iterations, let me assure everyone that they all easily chipped. When chips appear, I repair them and then use my 4' rule. If I can't see the imperfection from 4'+, it doesn't exist.
