Yep, all the dirt/sand that gets between the gaps in the wheel well liner and car body has no where to go but settle above this part. If you do remove to clean and plan to keep the existing cover, you have to be careful NOT to pull the rubber off the top clip or it won't really go back on. Once you remove the 2 screws on the inner wheel well and the 3 under the car, slide it towards the inside of the wheel, parallel to the ground by pushing on the top outer corner. You'll see where it's clipped. My clip was actually starting to rust so glad it's getting replaced.
Can you take a pic of which piece you are replacing? Is it the little piece that looks like a mini-mud flap? Would love to open it up and make sure mines not filled with crap either.
