Three Wheelin'
$80K feels about right to me.
With the PDK, the system will prevent any serious over revs, but others can chime in on what the various levels mean. To my knowledge, levels 1 and 2 are within the normal rev range below redline, so I believe you are fine.
In the PDK reports, I am not sure if level 3 (which you have none) would indicate the bumping of the rev limiter or not, but in any event, you have none there so no worries.

$75-80k if in perfect condition. PDK so no way to get a bad overrun I believe.

In reading the carfax report, it looks like the car has been sitting for the last year....barely adding 300 miles to the odometer. Should this be a concern?

No not necessarily..If its been sitting for awhile maybe a lower price may be had if dealer is motivated. Say $70k? GLWB

Just saw the 2 owners. That's a little odd in so few miles.
I would definitely get a PPI at another dealer before I bought.

Solid build. DME looks good- no runs in the 3+.
I bet they're wanting 65% of msrp plus a little for mileage assuming it's a dealer so ~$82? If it's private, high 70s. If you get it for 75 I'd consider that a good to great deal. BOL!

82-85 is my estimate with the miles assuming condition in line with miles. Odd that they won't CPO the car given the miles. Beautiful car with some nice options. Ducktail is rare in the wild.

$85k is nuts IMO. I bought a similar MSRP '14 C2S, a year ago, brand new, full warranty, for $96k. I have similar miles on mine and I wouldn't get a dime over $75k for it today.
OP, I wouldn't pay a dime over $75k for this car. There is always another car out there.

One observation - the total service miles on the DME report indicates 7029 km, which is 4367 miles. you indicated the mileage as lower at 3650. That's odd. Divide total operating hours by mileage and see if it makes sense. A city car will average approx 25-30 mph.
Are you sure that this report belongs to this car, there should be a VIN # on the report? Does it match?
The range two ignitions are meaningless as the engine ran at 7500-7700 for 2.9 seconds. This likely the only occurrence in the history of the car.

Apparently if you shift to too low a gear while going downhill really fast and you don't upshift at redline, the transmission can mechanically overrev despite having a PDK transmission.
To keep this thread on topic...$75K is probably fair for that car with those miles but no CPO.

Well optioned car, assuming no hidden paintwork etc I'd say mid to high 70s is fair with no warranty.
I paid mid low 80s for mine a year ago with CPO and similar MSRP, 9K miles.
