Pricing on leftover 2016s
Forgive me if this horse has been beaten to death, a quick search did not shed much light.
With the new cars coming in, are dealers being more aggressive with the new 2016s still on the lot?
Looking at either a new 2016 C4S convertible or a new Targa 4S, but a little hazy on what to expect as far as negotiations.

The only people who don't like the 991.2 turbo cars are the diehard freaks (most of whom frequent this forum ). So most buyers are going to want the latest and greatest and fastest out there, which means that the crappy slow old cars that remain, will be discounted.
That said, we're approaching spring, when a young man's fancy turns to sports cars, and that's gravy for Porsche dealers.

I don't know about pricing of existing inventory. However, what I did notice by perusing a lot of dealers' websites over the last year is that, in general, they appear to be carrying less inventory than they did a year ago. Presumably in anticipation of the 2017s arriving this month. I would think the longer they hold 2016s the more the price will drop precisely for the "newest, fastest model" argument you presented.

I was involved in my BIL's hunt for a 2016 C4, C4S or targa in the Midwest. As recently as 2 days ago, there was no dealer incentive to move Targas, but there was incentive to move the C4 or C4S. This applied to lease rates. I don't know about convertibles and I don't know if it applied to non-lease deals. He ended up ordering a 2017 C4. There's very minimal inventory remaining in 2016 Targas and the ones that remain are loaded to the gills (at least in the MW).

My opinion - Once the 2017s hit the showroom, you should see 12%+ off on any but the most desirable leftovers (ie GTS coupe) that could find a "porsche purist" who will pay more for it. Cabs and C4s in particular.

My dealer has a new 2016 991.1 guards red cab on the showroom floor and have a sign on the car advertising $20,000 off MSRP. I think it is a C2 base but not sure. SA said they can't sell it thus progressive price reductions. He said customers are all about the new car and the new engine.

I did not look at the models you referred to but I can give you pricing on the 2015 and 2016 GTS models I recently looked into.
2015 New GTS Max discount was 22%.
2015 Used 4GTS discount was 20% not CPO with 3,500 Miles (+3000 for CPO)
2015 Used GTS discount was 20% not CPO with 10,000 miles (+3400 for CPO)
2016 New GTS discount was 8% Plus Free 2Year Maintenance.
Hope it helps and Good Luck.

This one is not correct. The price of the car online was higher than the actual MRSP according to the build sheet. Therefore the discount was less than 20%. I can't find the email. But I remember being quoted about 110K for 135 MSRP, if I remember correctly.
