Default Activating daylight running lights and metric units on a 991

As part of the federalization to import a car to Canada daylight running lights are required and the instruments must read in metric units. Are both of those features changeable only by a Porsche dealer or can they be changed by the owner? The selling dealer [not a Porsche dealer] has the recall letter but said they could not change those two features and I hoped someone could tell me what they know.

They are usually options in the PCM settings or on dash computer display settings.

I have a Canadian spec. 991S and have the choice of metric or English/US specs. Only issue is the actual speedo reads KM. The digital one is what you can change.
