On my Cayenne there is a Start/Stop button. If it's in the off position the function stays off all the time, including after cycling the iginition on and off. The 991 has a similar console button; I'm guessing it works the same way.
This is true in the U.S. -- I do not think so in all markets and some are required to push the button every time car is started, if desired.
That bit about the US market being different sounds familiar. If true, in other markets do you have to press the button every time to activate stop/start or deactivate it?

....you're so right ...the config is the wrong way around in Europe, it should be off as per default. I don't mind the opportunity to get it switched on to be used by choice ....as well as the bothersome accustic belt alert (at least this can be switched off they confirmed)

Since it's possible on US cars you should be able to change it to stay off. Probably nothing as easy as changing out the switch - more likely it's a system adjustment...you LPD should be able to address?
I suspect it has to do with the fuel consumption ratings and that the EU cycle would not allow the effects of the start stop gains to be counted if the system wasn't set to default activated?
The other side of start stop and sailing is about 27 mpg as a daily driver when commuting. I have begun experimenting with leaving it working except when in stop and go traffic conditions where is seems to work overtime. Like Sport and Sport + modes I think it is is nice to have as an option. I don't find it a major pain to avoid.
