Default Reported Horsepower and Torque Consistency?

I’m not entirely sure but I have a suspicion that not all car manufactures report horsepower and torque the same way. Does anyone know if the values for HP and Torque are typically reported at the wheels (assuming some gear ratio) or at the engine?

That's what I have always thought too...but then I'm confuse by the HP quote for the 991S and 4S...assuming the only difference is AWD the 4S has 15 less HP. Why would that change if HP is quoted at the engine crank?

Where are you getting the 4S data?

It's right off the Porsche USA site.. It lists the 4S as 385hp and the S as 400hp....

So that's the 997.2 4S -- the 991.1 4S is not yet released.
There is a 991.1 "power kit" (also in the "Club" version of the 991.)
There's also a 997.2 "power kit" which is in the GTS (2WD and AWD "4") versions of coupe and cabriolet.
If you wanted AWD today, the GTS4 is the pick of the litter. I had the 997.2 C4S w/ PDK and it's still a high water mark for "all rounder" 911.

Porsche is in it's "transitional" phase (dozens of models of the 911 overlapping the outgoing 997.2 variants until the incoming 991 versions arrive.)

Some reports suggest the full line up of the 991 will simply never exist -- the 2013 and 2014 model years will bring updates along with the "GT" or turbo versions perhaps now all based on the same engine with naturally aspirated and forced induction configurations ranging from 3.4 to 4.4 liters (in order to carry a heavier Turbo into competitive territory north of 600 horses.)
