Completely and totally normal. That's the PDK slipping the clutch during what you're calling a delay. Launch control does the same thing, just at 4-5k instead of 3k.

TC is on but this didn’t feel like TC at all. TC would come on after it starts to let loose.

Tried mine today…2018 C2S with sport crono. Mine pulls strong all the way to redline. Didn’t see or feel any Turbo lag!

That pause in RPM's is the clutch carefully slipping to get a good launch. Like others said, its like a more mild version of launch control.
If you plotted your acceleration you would see you are already accelerating while the RPM's "hang" there for a second, its no different than slipping the clutch when launching a manual car or the torque converter slipping when launching an automatic.

Don't worry about it, if the transmission didn't do this and it just dropped the clutch you would either stall and bog the engine or spin your tires.

If you want an even better launch go into sport + hold the brake with your left foot and slam the gas pedal with your right foot all the way until you feel the kickdown switch. This engages launch control and will hold the RPM's even higher to generate more torque.
