Not sure where you're coming up with $11k for the cost but looking at the SOUL webpage you can get the whole system (headers & valve exhaust) for @ $9k. As mentioned any DYI'er with some experience can install the system. I did mine and it was actually fairly easy!
BUT you are correct, if you toss a few more $$ you can buy a RR supercharger and get 200+ guaranteed to the wheel and now that puts you over 550...but why stop there, let's take it a step further, with the headers and valved exhaust & supercharger, you're now much closer to 600........I'm in the process of possibly doing this with my C2S now. Now you're tapping on built turbo power because this power is to the wheels not the crank!

We are approaching this from two different directions ... my approach is for hard data, not perceptions from folks who have just spent huge bucks chasing what I contend are small improvements.
Haven't done headers on the 911, but did do them on a couple VWs, years ago - not as nice, obviously - but, the VW responded very well and felt better - otoh, it started with a sniffled exhaust system, not very nice smooth pipes like the 991.1. And, I may have been influenced by the better sound - as I suspect many offering subjective opinions are about their 911s. BTW, while timing was different then, if I recall, I was disappointed the stopwatch didn't reflect a significant improvement - but it sure FELT faster and SOUNDED better.

So I met a gentleman at last car meet, he is running this tune on his GTS 991.1. He said he really loves the tune. At low to midrange he really noticed the difference. As I was talking to him, I mentioned that planning to do the same tune with catless header. He said he will let me have go on his GTS, and I will do the same to compare HP difference. His car is stock except for filter and tune. I am still waiting on my headers for .1S, so once it comes in will report back.

And this data is from a base 911. The S has another 50+ HP. Talking with RR (about supercharging mine) and they said most S's are coming in around the 365+ RWHP without headers or tunes.....and if you have headers, the supercharge kit will add 200+ RWHP........

FYI - you need a header upgrade when you do the supercharger, per RR Racing. But I agree with your point and always look at the $ per HP figure when assessing upgrades, but that way you can't justify much on the NA cars.

I'll just jump to my bottom line. If it was power or torque I wanted and I didn't mind spending a lot of money to mod - I would chose a 991.2 as the one to modify. If it was power or torque I wanted and I wanted it in the most reasonable (to me) way, I would just buy a bit T Turbo 911. If I just wanted it to make more noise ... oh never mind, don't need to go there.

My 2 cents on a completely stock manual/X51 equipped C4S, the Softronic tune is wonderful; would not want to go back to the stock programing. Power delivery seems smoothed out across the band, a bit punchier starting in the midrange, and you can feel that hold all the way to redline.

I did the soul headers and cats but not the exhaust as I already had pse. Was told the exhaust doesn’t add power as much as just sound, and it saved $5k. Then did an ecu tune and a pdk tune - it’s awesome. Super smooth and great torque in the mid band rpm’s…

For what it's worth, I have a lot of experience with the RR Racing supercharged cars and their claims are real and the quality of their kits are superb. It is a shocking increase in power, and the cars take it like champ. I saw one of their 3.4L supercharged cars blow the doors of a 9913RS like it was joke.

The majority of the low hanging fruit on power, lets say about 80-90% of the potential comes from the headers and the software with the remainder being the catback change. The headers are identical on all 3.4 and 3.8 991s, so the delta of improvement is the same if not better on the 3.8L which is trying push more flow through the stock headers than a 3.4L. We also know via Softronic that the software is more restrictive on the 3.8 and offers 5-10hp/tq more than then 3.4L. It is a reasonable expectation that headers/tune on the 3.8L will net similar if not better results than what you find on a full exhaust and tuned 3.4L, there is no variable in play to have the car net less.
Correct, and a 3,8L does respond better than the 3.4L to the bolt on modifications having the exact same exhaust components and more restrictive ECU programming. Also keep in mind when looking at dyno numbers it is important essentially ignore what the numbers themselves are, but concentrate on the delta of change. You can easily have a car baseline far differently between dynos I've seen 40+hp/tq on the same car at different dynos with no change at all, and same goes with post modification numbers. At the end of the day a Dyno is a measuring tool for the net effects of changes, so the meaningful takeaway is to look at the hp/tq increase throughout the curve and where they take place.

Definitely looking for a little more low end punch; not interested in the PDK flash, but if $1,200 really gets me 20+ HP and/or Torque towards the low to mid part of the RPM range, then I think it’s worth a shot.
My first concern is always to “do no harm” with any aftermarket performance change. Do you guys have a perspective on this?

Fab Speed headers
I have the Softronic tune with FabSpeed headers. Headers and the tune liven up the car. The FabSpeed headers sound awesome.
