Not sure what would cause that in that particular area … possibly a brake fluid spill?? It shouldn’t drip over there. Some type of other spillage?
Maybe the rear wheels have been repainted/refinished before and they didn’t do a good job?
Anyway, most larger cities have mobile wheel repair companies that will come to you and fix it for somewhere between 75 and 150 per wheel. Do some googling and or talk with your local PCA or cars and coffee group. (Most dealers use these services and we’ll just mark up the cost they are charged).

Did you track the car? (Hot rubber tire parts that stick to the wheel would do that.) Yeah, find someone who will paint the wheels and clear coat with low temperatures, not powder coat, as the heat from powder coating could weaken the alloy structure of the wheel. . . .or just get a wheel touch up kit, which will look awful. A good place will probably charge more like $200-300 per wheel.

Is it happening in one side only?
many times cars are left parked outside with sun hitting only on one side day after day.
I would suspect previous owner didn’t drive it much but didn’t park it in garage either.
beat to get them refreshed.
