Default PNA phone number?

I'm struggling to get paperwork on my 991.2 so I can register it. (Purchased in California and to be registered in Oregon).

I've now made 11 phone calls total to the dealer from whom I purchased it...and after more than 8 weeks...I'm still getting "we will get it to you tomorrow.", "we'll fedex it right out", "can we call you back".

I've spoken with the General Manager, multiple managers, back office people and so far no go.

Can PNA help me with this? If so, to whom can I speak?

Phone numbers, perhaps a name.

This is silly and unprofessional.

Was it a new or used car? If it was recently traded (with loan balance paid off by the dealership), could explain the delay.
