Default Allowable Runout Numbers for Used Wheels

Really need some help as I am a newbie when it comes to rims.

I am looking at some used Turbo S IV wheels. Per the shop manager that checked them for the seller, anything <.03” is considered straight and they frequently see brand new wheels having runout up to .02”.

The ones I am consider are 0.007, 0.007, 0.007 and 0.019.

Should the report show zero though if they are perfectly straight? Does having one at 0.019 a concern? Supposed to have 5k miles on them only. Thanks.

I've never heard of this. Are they measuring the bead lip deviation? Inside the lip on both sides?

I have read .002 and below is good, so just not sure if that is true and then if therefore these are fine?
