Default Brake pedal not returning after pad swap

I just swapped out the brake pads, and went to pump the brake pedal. Pedal went all the way down and won’t return. Tried pulling on it to no avail. Any ideas what I’m missing?

Follow up - flushed the fluid and it still won’t budge. Ended up using straps around the brake pedal and pulling from outside. It ended up releasing with the sound of pressure being released. Maybe the pressure was built up in the master cylinder?

I always pump pedal without turning on car after pad change to make it hard, then turn on car and pump carefully but not to bottom, then turn off car and pump again to hard, then turn on car.

If I turn on car immediate, then you can easily push pedal to bottom. Never had one stuck like you but easily done.

Never force your brake pedal back up with straps.

You have either a leak at your wheels (check with a flashlight where the brake lines go into the caliper).

or

A Failed Master Cylinder

or

The rubber seals around your caliper pucks are shot.
