Because it depends on what CPM the advertiser is paying for the ad. ROS with no targeting is dirt cheap (also crap inventory). Non-skippable, pre-roll with targeting applied is $$$. Auto based content is usually pretty low on the CPM totem pole because it's hard to ID a user who is in-market for a car vs just an auto enthusiast based on content consumption. I.e. just because i watch Porsche, mustang, etc content on YouTube doesn't mean I'm in market for those brands or even a car in general. That plus nearly everyone drives a car.
Of those ranges, I'd put them in the lower third.

NM doesn't get to pick what brands advertise on his page. YT targets the user. except in a few niche cases content is almost completely unrelated especially in automotive for my previous point. The ad you see is based on your content consumption across google's ad network. This is why brands were upset last month when it was found P&G had ads running on ISIS and hate speech content.
and demo costs the same CPM/CPC to target no matter the age range you are targeting. i have friends who have auto channels here that have more subs than NM and they make the bottom half of the range provided. auto content channels are a tough gig because it's easy to produce (you don't even need to owna car) and globally ubiquitous. tons of content and highly fragmented.
He mentions in one of his earlier videos he is only covering his costs for the equipment used to produce content for his channel. I made the assumption this does not include his C4S when I read it, and think he funds that out of his day job!
