Flooding in and around Houston and southeast Texas was solely due to rainfall... which 30" to 50" of rain over very large areas will do!
Take for example this image of what appears to be the ocean flooding a seaside road, but it isn't. This is a major road just north of I10 and adjacent pastures west of Katy, roughly a 100 mile distance inland. He is a medic and was trying to get to Houston but had to turn back after three attempts at finding water like this as far as the eye could see. He eventually made it there with an escorted Red Cross group later the next day by approaching from the north after the rain cleared and that was still dicey.

Regardless, it is not like you can just let the car air dry and everything be fine.

That's why if you are buying used it must be a one owner local trade in. I have done my own research on vin's etc. Carfax doesn't always track between multiple auctions in as quickly as they appear. They auction far away then reappear nearby.
Some cars get auctioned off in other states without a 'insurance claim'. They clean up and get rid of their 'flood inventory' in states that work for them. Dealers/stealers = stains in the bathroom.
