So, looking to buy TT or TTS 1-3 year old car. Clearly CPO provides great value. Does it mean I have to buy only from the dealer CPOed car because it's almost impossible to buy from private party and have dealer CPO car after ?

CPO warranty is transferable from private owner. Porsche will not CPO a car bought from a non-Porsche dealer.
