i can add to this that i was given the choice today for a build slot (this year) for a GT3 RS or for a GT3, by a very reliable independent dealer.

If PAG stopped building GT3's and built more GT3 RS's.
(Like they had originally planned.)

I think there would be a lot of votes for more GT4s, more GT3s, and more RS's.

More GT4's is already happening. Give 'em time, and they'll start to drop. I get the sense PAG heard PCNA loud and clear.
More GT3's is always nice, yes. But, come on, make more RS's to at least come close to meeting 50% of the demand.

I wonder if it's because they pre-purchased, under contract, supplies to support a certain # of GT3's, but then the Stop Sale and delay messed up their plans.

To be honest, if they dish out allocations for MY2016 starts when the next batch of Porsche allocs drop, we'll have a truthful answer.
