I've seen some GT3s with what appear to be factory bolt in, pretty substantial looking, roll bars in the back.
Was this a factory option or an aftermarket fitment? If so who?
Does anyone make them with bolt in front sections as well?
No listing in the 991 GT3 options.
It's a no cost option in Europe if you select the Bucket seats, which aren't available yet in the U.S. Look for example at the German or UK configurator. There you can see the option.

Do you think this may become an option in the US? Did it become an available option in the US in past GT3s? Or does DOT kill it?

I guess it will be an option when the Bucket seats become available in the U.S. Have no idea when that will be to be honest, but there are threads about it here on RL if I'm correct.
The sport buckets will eventually be available in the US but I doubt that the clubsport package with roll bar will be. It hasn't been available here in the past AFAIK.

Interesting... didn't know that. Is that because of different regulations for the U.S.?
Yes. It's a US Department of Transportation thing. See Alan's post. An advantage of living where you do.
Hahaha, but we have to pay a lot more
I would rather buy a GT3 without clubsport package for $135k than one with the package for the swiss price, which is $195k (ex. VAT)
