Quick question re GT3 Touring

Friend enquiring about getting a build slot. I haven't been following what's going on with the Tourings and, short of searching through all the threads, what are his chances? Can one still be had without a premium? He's a Ferrari guy, finally seeing the light.

Touring is just an option for the GT3, need to snag a GT3 allocation to get one. Ability to do so varies by geography, but would imagine getting quite difficult now in any country.
