Thanks. While you were responding, I was editing my post that you quoted to clarify and make my response more accurate. You responded before I could correct my language.

But the bottom line is that dealers are not required to collect the VAT from customers but they are on the hook for it if the customer ends up owing it.

When a car is older than 6 month in the EU it is considered a used car and the VAT is no longer deductible. I guess more than 6000km is the same but I don't remember for sure.

So if I buy a car in Germany and then import it to another eu country which have higher VAT it is a good idea to import a used car to get a lower VAT.
