I would be very shocked by that. Best of my knowledge Hennessy had more buyers than anticipated cars, hence were sold out before the release; Geneva 2013. They received a lot of allocations (I think they are top 5 in the country), maybe 7-8 iircc; all are sold. They have another 10 deep buyers if they had more cars.
Some dealers show cars listed for sale, but are under contract.

Not really. It will make an allocation available to someone who otherwise wouldn't get one.

Yep.. Market decides.. Late mover pays $ extra for his indecision. Nothing wrong with that. Now, if there was gouging even for those of us who signed up a year ago, that would be a different story

Not every dealer is charging a premium, I think it depends upon your relationship with your dealer and how much business you've done with them over the years. I had an opportunity to buy a car that is available next week from a dealer I've done business with for many years but turned it down; it just wasn't equipped that way I would like it. For the MSRP price they are charging I will wait for my allocation; I am next in line so it may be easier for me to wait than others. Hope I am not making a mistake, but I am assured that the next allocation will be available "shortly."
I am surprised that PCNA is allowing this type of pricing practice, I have always thought that they are pretty strict with the dealers - but I guess if dealers are looking at each transaction as a one time event, then the long term relationship is not important.
