For 991.1 yes.
In my view, that was not Porsche's initial plan at all, but due to high demand and high premiums, they made the decision to increase production. Many who were rejected for ordering a RS during 2015 got the call in late 2015 that ordering the car is possible due to more production in 2016.
I just visited a random Porsche Center to talk about random stuff and the Sales Manager there was like "you could not believe how many RS's we sold".
Just open mobile.de, a place for used cars in Germany: 107 of 991 GT3's and 176 of 991 GT3 RS's are available for sale. Quite the difference.
Btw. This is a nice topic to discuss, but I would not stress about production volume being "too high". If the car is not a numbered limited edition then why should we care if the factory has sold 1000 or 10000 of them. The more the better, amazing cars!!
And if someone's thinking the volume is related to the car's future value then please consider other investments and/or less expensive cars. 10 years ago Porsche GT forums were about driving and tracking and related stuff, and not about value speculations or which type of interior stitching or paint protection film is possible...
