I'd escalate and make sure that your displeasure is clear. If you are not the buyer, they may not be taking you seriously. Your dad will need to do this.
You may consider taking the car to an independent - I believe the DME can be queried for over-revs and high range RPMs (I think RPM ranges are recorded) Some of the others may be able to answer that one. Any other evidence of abuse could be assessed at that time.
I'm assuming the car drives perfectly?
If the car is already purchased, I'm not sure what can be done other than cataloging the problems and having the dealer rectify those issues to your satisfaction.
I would be wary about the crooked rear badges. This means someone removed the rear badge and the only reason that I can think of why they would do that is to fix some kind of paint damage (eg. mobile paint repair).
+1. The crooked badge is the most concerning fact. There is no way it can be crooked from the factory due to the templates that are used, so I would wager that the rear bumper has been repainted due to some damage. Get a paint thickness meter to check.
Mileage...no real way to tell what happened. Some random cars are taken for more extended drives by the factory, but those cars are few. That combined with scraped lip probably tells me someone at the dealer drove the car. The lips DO NOT come installed when delivered to the dealer.

My thoughts exactly. I've seen cars come off the truck before with close to 40 miles on them. A road test is required at PDI, and if anyone else test drove the car, it could easily show that kind of mileage. The books and second key are usually kept in an office file at the dealer. I'm sure someone forgot to put them in the car prior to it leaving the dealership. If the dealer can't find them, then you have a problem. The badge however, should not be crooked.
The car drives perfect. There's a super slight winding noise but it's not from the engine and I can't Pinpoint it just yet. I'll get a paint inspection and go from there.
Agree with above, that is not right. My cars have come delivered with 10 miles or less and have been detailed impeccably. They took that car for a joy ride and didn't take care of it.

Everything you describe seems to indicate there is something fishy about this car. I would be insisting Porsche make this right, or get out of the deal with no out of pocket cost. But I'm pretty picky that way. Some folks in this same situation will just shrug their shoulders, take the car, and drive the hell out of the thing for years.
I had 13 miles at delivery and the dealer was fantastic. This late in production it is highly unlikely that you will be able to find another new GT4.
Decision time can you live with the imperfections, they can be fixed but the car will never be "perfect" if it were me I would ask that the items be fixed and for some minor compensation from the dealer, I would accept the car.
Look a new car is like a baby. but even under the best circumstances dings and scrapes will undoubtedly pop up. A friend of mine got is who's car xpeled and like 3 weeks later some jerk still dinged his door hard enough it left a mark. When I had my 981S some guy scraped me through my xpeled fender.
As long as there is no impact damage that could compromise the integrity of the car, I wouldn't fret over it. In a year most driven GT4s will have some wear and tear.
As far as doing an ECU dump for over revs. That's a personal decision. I wanted to get at least 500 miles on my car before getting it xpeled. Why how would I know someone takes it around the blug going hitting red line very time. I mean you can over think and get over paranoid. If the car drives well and the minor issues are just minor wear and tear items get them addressed and enjoy your car.
