Default Rear Fog Lights

Am I correct to understand that when using the rear fog lights that only the drivers side light is engaged. The passenger side fog light is inactive? Thanks for your help - how strange if true

There is no fog light on passenger side.

In the USA, where we drive on the right-hand side of the road, the rear fog light is on the driver's side?

Why, you might ask? Because on a multi lane road, where as when you are maintaining the proper lane usage, you are in the right lane. The rear fog light then properly illuminates the passing lane (left lane) for cars behind you and signifies the side they may/can pass you on.

In places like London, New Zealand and Australia (left hand drive countries) the passanger side is used for the rear fog.
