I have no turbo, have PDK, I got 31.4 mpg over a 5,800 mile drive from DFW to Jay Peak, Vermont, and back, and that included a pass through the Tail of the Dragon in NC. Best mpg on 1 tank of gas was 34.1 driving highway through Missouri.

I am thinking he is asking more about 7th vs 6th in the same car.
In 7th, the car will need more load to maintain speed up a grade, kinda "lugging" the engine.
I would imagine it gets better MPG staying in 6th in the above scenario, as any boost=fuel use. Perhaps someone more knowledgeable can chime in as well.

Boost is irrelevant., The throttle regulates how much air is available to the cylinder, fuel is then calculated based on the measured mass of air.
Best economy is generally better at lower rpm as there are fewer parasitic losses... best efficiency is going to be around peak torque.
My 2cents anyway
