I cannot find xenon headlights in the 'Standard features' section of the build screen but when I check the 911, that I am sure has xenon headlights as a standard feature, it does not list them either. Is the $1790 option just to get PDLS and washers or does it also include the xenon headlights.

I don't believe they are. I was messing around with the configurator earlier this week and noted that xenons cost extra.

I can only speak for Europe, but over here xenons are standard on Boxster S, but not on Boxster. With PDLS, you get xenon on both models.
But as I said, that is European configuration...

note however that Euro Boxster S Xenons exclude washers, and are less powerful than PDLS (hence no need for washers).
Boxster S standard Xenons: 25 watts
PDLS: 35 watts
I have PDLS, they are excellent. In the UK, PDLS is a £477 (approx $750) option on 981S.
Longer range at higher speeds, they also illuminate corners better as they turn with the steering wheel. And they do a wonderful little dance each time it comes on (not just up and down, but sideways too!).
One further benefit is that you can switch the lights to LHD for driving in Europe using the stalk .. feature not available without PDLS. Very useful during recent 9 day Alpine 2400 mile drive.

i believe the standard USA boxster does not use Xenon. It appears that xenon is paired with PDLS in this market. just for fun, i checked the Australia web site, and i think the configurator is the same as the USA. But the Saudi web site makes no mention of headlights at all, afaik.

In the US the bi-xenon headlights are standard on the 981S while halogen lights are standard on the base boxster. That was indicated in the 981 brochure I picked up on launch weekend in late June and confirmed for the S in the window sticker of the launch S I picked up that weekend.
