I am looking to buy a 981 CS with the sport chrono package. I found a pretty decent listing that shows the Sport Chrono is an option on the car, however, it doesn't have the clock on the dashboard. Do all Sport Chrono Package cars come with the stopwatch clock?

Are you saying its listed as a factory option on that specific cars VIN lookup, or just what the seller is claiming? Non Porsche dealers can be clueless when advertising P cars, sometimes not even knowing the difference between a manual and PDK car so you must verify everything from the actual VIN.

The only time Ive seen one without the clock is when someone has added the sport+ software mode option after the fact which is software only. Sport chrono on a 981 from the factory has the Sport + mode button in the center console additional to the sport button, dash clock/track timer, and also has two dynamic transmission mounts that stiffen up when in the sport modes to help keep things centered and level in the chassis during high cornering G loads (PADM mounts). There is also rev matching and launch control on a PDK equipped car, so lots of stuff as it's designed as a track package

Yes, all cars equipped with SC will have the clock AND the sport+ button on the center console.

If it's missing those, it does not have it.
