So, replacing the starter, I saw a clamp was rusted through on a hard line to soft connections.

I assume it is a brake line, and not a fuel line, will trace later unless someone knows for sure.

This is under the passenger foot well, left of the picture is the engine bay, big pipe in the pic is the exhaust.

You can see the line running up on the left and the soft pipe on the right with the joining tube, the clamp on the left is rusted through on the top.

It looks like the line goes up behind the cruise control motor, then across the engine bay to the driver's side. Now I am just wildly guessing, some sort of vapor recovery from the fuel tank? Emissions related?

Was a good guess, it is for emissions. Now that I know what it is, generic clamp will being going on there soon. No. 11 on the chart.
