Reason I thought of that, is there is no need that I can see from a design standpoint to complicate the system with an electrical valve. A simple vacuum valve should suffice if you are just trying to purge the charcoal canister. I'm guessing the electric unit could have something to do with emissions. It could be an input to the ECU that it can read to know that the vapor system is working. My best guess??
