The splitter sandwiches between the bumper cover and the lower valence, sometimes nicknamed the "batwing".

You have to remove the lower valence, match drill the holes (oversize) and reinstall the assembly.

This also assumes that you have painted unit to match the car. A note about that: make sure you (or the painter) uses an elastomeric additive in the paint to make it super flexible. You will hit things with this, and if you don't have the elastomeric additive in the paint, it will crack.
