Does anyone know if they mean BOTH when they say SET in these ebay listings: https://www.ebay.com/itm/183778933967. I have contacted sellers and they don't seem to know anything.

Almost certain to be priced each. Sunset and ecstuning's prices are pretty much the same, and are stated as being priced each.
