Moving to California need some input
I have a 92 turbo, k27 HFS from imagine, 1 bar spring, web cams, Fabspeed headers and a programable CIS setup, the car has been easy to tune and I am now moving to California.
I am going to have to put on a cat and get an emissions test. I had removed the air pump setup an am wondering if I can tune the car to pass emissions without it or will I have to install the air pump again no matter what?

I am in California. I am not sure of the airpump's function as to help emissions. But if you can tune it to pass with out, it should not be a problem. In term of visual inspection, there is virtually none existence. Our cars will be in Testing only center (no fixing allow there), and depends on where you go all they care is if your car passes the test. In my case I get to know a local Test only place very well and all they do is hook up the car for the test (the first time I had to tell them which exhaust outlet is the real one), no visual check at all.
Good luck.

I live in San Jose and the last time my S2 was smogged, the tech spent (and I'm not kidding) a solid 10-minutes looking over the engine compartment with a flashlight. It was a very thorough visual inspection.

How do they know what to look for do they have a reference book? with the air pump gone it doesn't look like anything is missing unless you know to look for it?

You might want to ask around your area, or hang out with the local chapter of the PCA and ask them which Smog Check Center they take their cars to. It is just a matter of find the right place.
In my case, I have 2 modded cars (one is an import fully tune ) and no issues at all on the visual inspection. But this place is like a friend now after I took my other cars there.
