Questions on a 91

Would love some opinions. Found a 91 for 36k, it has 48000 miles. The asking price was 42 and we talked and have agreed on 36 due to some issues.
The A/c has been converted but does not blow cold. The dealer quotes 600 to 1500 to fix depending on parts. The front bumber has some cracked paint and would need to be resprayed. the rocker panels will need the black paint redone, the rock guards need to be replaced for the body to be perfect. Wheels are body colored and need to be touched up or just left alone, but I would prefer silver to painted. All fenders are original and untouched. with a good detailing the car would be excellent.
he has all records since 4000 miles and has owned it since then. It has had yearly oil changes, new power steering pump and basic maintenance. A big service was done at 30k. No real indication of having had the valves adjusted in any of the records, so that would need to be done. Engine is a little damp, but not dripping. No smoke on start up and it ran really well.
He has been running with probably 1-2 quarts too much oil since 12/06 service at the dealer...only 700 miles of driving in that time though. Apparently the dealer has no idea what they are doing.
Any thoughts?

just saw a silver 92 on ebay for $36 or $38k with low miles, less than 40k. Might want to check it out before it gets sucked up. The seller even has a complete carfax on the ad. The last 92 T I saw with less than 40k miles went for $53k. I was loking at a 91 with 68k miles and the dealer was asking $43 firm. Clean car but not interested in blue green color.
