I am impressed that your mechanic found the tears during a PS fluid change, he must be a detail guy, or he has seen this problem before!
Without a before and after comparison I do not think you would notice the bushing problem on a street used car, as it causes a slight "softness" in the steering. As it gets worse I believe you would get some metal to metal contact.

I got the EPR bushing at Smart Racing in CA. About $600 a pair.
