Default Can the heat shield be removed before the catalytic converter?

I've got two of my hour bolts removed from my cat, and it looks like one bolt would be much easier to remove if the cat heat shield was removed, but before I can remove the cat heat shield it looks like I have to remove the heat shield protecting the valves.

Before I spend too much time figuring out if this is possible or futile effort trying, is it possible to remove the heat shield before removing the cat?

I also notice the heat shield seems to be in two parts, an upper and a lower. Maybe I just need to remove the lower, but I haven't really looked into that yet.

I just removed al the bolts this week. All the bolts I had to drill the heads off, they used non rust protected bolts.....so the speednuts spun.

Stay patience, rhen you won't damage things.
Look on topic 100000 miles service, do it....
