In my search that has gone on now for 10 months, if there are mechanical issues, they're easily addressable depending at the cost I'm comfortable putting in. When it comes to paint, if a car has a crappy repaint it says a lot for how the car was treated. A lot of cars that I've seen have terrible repaint jobs. If I want to get the car back to the quality I would expect, it can cost $20k for a windows out paint job in the Bay Area.
I would only buy a car with OEM paint or if there is repaint, it can't be noticeable with no bondo underneath.
'93 C2 is an attractive find, but not at the asking price with the issues noted. Color is a personal thing but a color change hurts value. If you are still interested a PPI with estimates to make correct is a must.
'89 C4 is a first year model with all that implies. You need to look at it and if interested get the same PPI.
As the owner of both a C4 and C2, either would be fun. I think both are priced too high. Buy the best car at the price that works for you.

If it were me, I would avoid the 89. Its a transition year and some parts are unique to that year only. The '92 has the later year updates.

I drove both. For some reasons, the 89 C4 felt better. Peppier, gear shift smoother, dare I say faster too. And everything works on it, the seat adjustment were hard but if you press hard enough they worked.
I'm 80% on the 89 C4 right now, just can't stand the orange front fenders.
I own an '89 C4 (Guards Red) and mostly use it as a daily driver. Sure the elephant ear mirrors look a bit funky, but if the previous owner(s) were meticulous - as mine were - many of the upgrades that came with the newer model year cars (distributer belt and vent, flywheel, head gaskets, etc.) may have already been done. If the one you're looking at has decent paperwork, that and a good PPI will help alleviate your concerns. Good luck.
