Default AC front condenser fan question

My front AC condenser fan seems to be "seized" and not turning freely. As a result I'm blowing a fuse. Shop says "is common problem" and recommends replacement of this fan for $350 plus labor. Is this common and would there be another reason the fan isn't turning freely? TIA

Its not hard to take out. Take it to a electric shop and heave them see if it can be rebuilt.
