Default Missing screw?

In the process of replacing my lower valve covers, I discovered this "hole" on the engine close to the lower valve cover on the left side.

See picture.

So, what is this? Am I missing some screw to block this threaded hole?

It looks like the location where the bracket (with standoffs) gets attached that goes through the belt of the power steering unit. But that is on the other side of the car as far as I can tell from your picture. It would make sense if you have deleted the secondary muffler, but I'm still hung up with the picture. I am looking at the catalytic converter side, correct?

That's what I am thinking to, left cat. side. It is, you can see the flange for the cat. Top picture left side.
