Default Brake Pad Sensor Circuit

My Brake Pad Sensor is lit up and it does not seem to be the sensors themselves. I removed them, ohm'ed them with a DMM, and they look to be fine (0 Ohms). I replaced two anyway since I had them, but the light was still on. I then used one of the older ones, cut, and shorted it, with no change.

I did try to measure the voltage from the shorted leads to chassis ground, the voltage is zero. Is that correct? From the circuit diagram it looks as if they are all in series. Wear would break a connection and cause the light to come on. I would expect some voltage to be present.

Any ideas?
