Okay this was an odd one.
Pulling the pins out of the switch and touching them = lights on
Checking for continuity at switch = all good, close to zero resistance
Plugging pins in to switch = no lights on?!

For good measure I cut the pins off, de-soldered them, re-soldered them and tried again. Similar! I accidentally shorted the circuit touching the pins to a grounded part of the car then replaced the 15a fuse. After that seems good??
Who knows. Rolling with it for now.

PSA: if you sort of hate soldering / de soldering do yourself a favor and get good equipment. I can not wait to pull out my

Engineer Solder-Sucker SS-02 (literally, never has a gizmo done what it purports to better than this one. Made in japan and a quality item)
Hakko Soldering Station FX888D
Quadhands Workbench - so many uses also made in USA
