That is the valve adjust set with hardward and gaskets for the exhaust as we, and you should really replace the washers. They are seal washers and really should not be resused, unless you like oil leaks.
They are actually machined aluminum with no "seal". The machined surface of the washer and valve cover meet and may create a seal, but the washer itself doesn't have a seal. All of my washers were in perfect shape on both sides and I was sure to replace them with the same face towards the valve cover. But, I'll have the tins off again soon and be sure to note whether or not they are leaking and report back. The quality of the gaskets in that kit were first rate but time will tell. I have to check the manufacturer of the kit but it was a major brand name (it came with a sticker that I stuck on my tool chest).
