Question convertible top problem - need help

I have a 91 C2 Cab. The top moved to almost fully closed but the locking mechanism won't engage. The top will not close. (Makes no sound when switch is depressed to close) . When the switch is depressed to open, the passenger side locking mechanism will open (wheel moves) (After I have manually locked that side (screw driver). The drivers side makes a sound but the locking mechanism does not move. After checking several forums and threads, I removed the control module from under the dash and everything appears good ( no cold solder joints, etc). The 13 fuse is fine. I removed the headliner panel that covers the locking motors and see that when the switch is depressed to open the top, the drivers side motor (screw) spins, but, the locking wheel does not move. (I also can not move the locking wheel manually (with a screw driver in slot, even though I am turning the screw).

Shouid I now replace the locking mototrr on the drivers side and see if that fixes everytjhing? Any suggestions?
