Heat blowing up through the emergency brake handle/center console

When I open the sunroof or windows, suction is created in the car and heat get sucked up through the center console and blows up through the space around the brake handle.
Is this normal? Or am I missing a heat shield of some sort? Is there something down there to keep this from happening that has worn out?

Under the center console there is a rubber plug (gasket) behind the parking brake handle. I had the same problem and found that the plug had rotted and I had lots of hot air coming into the cabin. The part was about $10.00. Installation is somewhat of a pain, hard to get your hand in the area. I coated the edges of the plug with dishwashing soap and it popped right in. Hope this helpts.
