I put mine in the middle. After installing the springs and shocks, I took it to my mechanic to do a proper ride height adjustment, corner balance and alignment. To be honest, I never relooked to see where the spring collars ended up in the end.
Note: I was converting from stock springs and shocks to H&R Greens and Bilstein HD's with a lower ride height. So I couldn't use the original settings.

Put the spring perchs all the way down , install the shocks into the car , then crank up the perchs the same amount left and right till you think the car is sitting correctly . Then take it in for a corner balance .

I re-used my old dust covers. Is it important? Not sure but the new shocks didn't come with them so I doubt it. I have my engine out for some winter projects. I noticed that the old dust covers are in tough shape. I hope they are not critical.

+1. I have the spring perch wrench and some trick ride height gages if you want to borrow them.
Setting the height is a bit of a chore, since you measure with the car down and settled, but need to jack a corner up to adjust. Corner balance governs over height, but height needs to be close before corner balance is done.
