Ignition coil replacement

I tested the coils by switching the coil wires from the distributor side. When I disconnect the coil wire from the secondary distributor (away from fender), idle was okay. But when I disconnected the coil wire from the primary distributor, the engine would ping/misfire. I then plugged the coil wire to secondary distributor to see if it would have the same result. The result was the engine would crank but not turn over to start. It didn't matter which coil wire I plugged into the secondary dist. The results were either ping/misfire or no start.

So is it a bad coil or a bad secondary distributor? Is the Hall sensor in the secondary dist?
