Anyone experience bump steer with RS ride height. Do I need to +5mm or 10mm to RS spec.? Or can I get away with RS height with min. bump steer? I have a 91 with H&R reds with Bilsteins. Trying to avoid the Evo upright & tie rods. Thanks

No. I did not try RS. Its probably ok but you just have to try it. Seems its a toss up as to whether or not one car bump steers or not. If it does it can be solved or you can go back up a little.
5mm is not much. I think most problems arise from improper measurement and the fact that the car was not taken out for a drive to settle it and then the requisite remeasure. Be sure you measure at the correct ride height pads both front and rear. See pics

You'll be fine. It becomes an issue at lower than RS height. The only problem with RS ride height is clearance for driveways. You'll scrape the nose much more often. A bit higher is a nice compromise between looks and the number of times you'll remove paint from the nose.
