Rough idle, cel light and power cut out...

Before you go to any expense, simply remove the negative battery cable from the battery AND the car body. Clean all exposed connections/surfaces thoroughly. Reinstall. See if that doesn't solve your problem. Might want to clean the positive battery terminal/connection at the same time. Cured a similar problem for me.

Hows the troubleshooting going?
I'm not much for wrenching on a 964 yet (after I buy one that may change) but if you need some help, an extra pair of hands, someone to go along for the ride, or take you to pick up parts etc. Let me know. I hope you're getting to the bottom of it.

Had that happen myself when I first got the car, and the symptoms are exactly as the OP described.

Nick, thanks for the hand I appreciate it, I will call you if I need it! Otherwise, I am going to check another DME relay chip tomorrow. AFM connector? Is that the air flow meter? What kind wrap is ty-wrap? What is a TSB? Never heard of this?

The wire connection is to the AFM which is still mounted the same way with a cone filter (as far as I know; I don't have one). So, yes, it should still apply.
Don't know, but it's easy enough to check.
The TSB says that it affects 89-90 with a change in the build in Feb. 1990. Are there issues with vehicles built after Feb. 1990?

Update! After checking my DME relay with my old one and not smelling any gas coming out of the tail pipe. My fuel pump has failed. I have ordered another one and hope to have it installed soon! Thanks to everyone for there suggestions and help. Especially, Velocitylover!

if you want to check the fuel pump, take out the dme relay and make a jumper that connects the three large terminals in the fuse block. this will apply power to the fuel pump. if you don't hear it humming then it's probably bad.
