Does anyone know of somewhere in the virgina -Washington DC area that can do a PPI or is there any rennlisters in that area who can take a look at a car.
The car is in a town called Stafford, Virgina, which looks far from anywhere.

I would call IMA in Merrifield at 703-849-9590 if you go the PPI route (probably about 45 mins away from Stafford w/o traffic problems). I can't make it down to Stafford anytime soon, but you might want to post on our local Porsche diy board about this and someone down there might be able to help: http://www.dorkiphus.net/

Another good shop, and just a little bit closer to Stafford, is RPM (ask for Stan Fox or Bill Hagy); they're in Newington, Va., just off I-95.
